New identification holder pouch for event staff. Not sure how this was to be used. These black neoprene sections velcro almost like you could put a can of soda in them. I'm sure it made sense for the staff and what they needed to carry for identification. There is a small zipper section but other than that, I can't see much everyday function. This is a collectible from the games - not something useful otherwise.
